For a fairly detailed examine of the new Motu Proprio Summorum Pontificum, visit Jimmy Akin's site.
Also, Fr. Martin Fox has two good highlights here and here.
I reserve any personal comments until I have thought about it further.

I for one will say that this is fantastic. The Traditional Latin Mass is an organic development of the liturgy handed down to us from the time of St. Gregory the Great which in turn was organically developed and handed down to us from the Apostles, similar to other liturgical rites that have gone through organic development like the Byzantine rite.
All of its prayers, forms and symbolism that are absent from the New Mass all scream Catholic doctrine and put your mind and heart into the sense of Sacred and a profound reverence for the real and true Sacrifice that is taking place through the priest.
